A DIA circuit arrives as a jack on a wall and nothing else
Dedicated internet access is bandwidth a carrier commits to your site rather than shares across a neighborhood: symmetrical, not oversubscribed, and covered by that carrier's own service agreement. What actually turns up on the install date is a handoff at a demarcation point — a copper or fiber presentation in a closet — and from that point inward everything is equipment somebody has to have specified, ordered and mounted.

That inward half is what stalls turn-ups, because the circuit date is set months in advance while the edge router, the firewall, the optic that matches the handoff and the rack space it all lands in are frequently ordered in the last two weeks. Where a site has one circuit, the requirement is modest. Where it has a DIA circuit, a broadband backup and a cellular path, the edge device is managing several transports at once and that is a different class of hardware.

We are tied to no single carrier and we operate no network of our own, so this list is written for whichever provider you end up with rather than steered toward one. Ask first whether the service is genuinely dedicated or a business tier of a shared access network, and whether the committed rate is symmetrical. Ask what the port speed is versus the rate-limited delivery, because a 1 Gbps port delivering 200 Mbps is a common and perfectly legitimate arrangement that changes what you should pay for and what you can grow into without a truck roll.

Then ask about the handoff itself, which is the detail that decides your equipment: the physical media, the connector, the speed of the presentation, and whether the carrier is placing its own managed device at the demarc. If they are, ask whether it can be bridged, because a carrier device operating as a router changes where your firewall sits and who holds the public addresses. Ask what address allocation you receive and whether the service supports running your own IP space with BGP, since that decides whether the edge hardware needs to be a BGP-capable platform or simply a good firewall.
Finally, ask the operational questions people leave until it is too late: the install interval and whether construction is required to reach the building, where the demarcation point will physically be, what the contract term and renewal look like, and what the service agreement actually commits the carrier to. That agreement is the carrier's document and the credits under it are theirs to pay — we make no availability or uptime commitment of our own on any circuit, because the party that operates the service is the only one in a position to honour one.

If multi-homing across two providers is anywhere in the plan, the edge platform has to be chosen for it now — retrofitting it later usually means replacing the device.
What happens when the circuit is down
A backup path added a year later is a backup path nobody has tested. Decide at order time whether the second path is another wired circuit, a cellular router or a fixed-wireless service, and confirm that its physical route into the building genuinely differs from the primary one.

From an order confirmation to a working turn-up
The equipment quote is built against the carrier's own handoff detail, so the earlier that document reaches us the less of the schedule is spent waiting on parts.
- Send the carrier's order confirmation or handoff detail — media, speed, demarc location and the scheduled turn-up date
- We quote the edge router, the firewall, the matching optics and any demarc extension against that handoff, per site
- Where inside wiring or a demarc extension is in scope, it is surveyed and quoted separately from the hardware rather than folded into it
- Cross-connect and inside wiring are coordinated around the carrier's turn-up date so the circuit lights on the day it is scheduled
- The backup path is quoted at the same time, with the antennas and mounting the location actually needs
- TAA (FAR 52.225-5) and NDAA §889 screening is performed on every line, before the quote goes out
Diversity is a property of the route, not of the invoice
The most common redundancy failure is two services from two named providers that leave the building through one duct, cross one street cabinet and ride one fiber run back to one aggregation point. Everything about that arrangement looks redundant on the purchase order and none of it survives a backhoe. If diversity matters to the site, it has to be asked about explicitly in the language carriers use for it — separate entrance facilities, separate paths, separate upstream points — and confirmed rather than assumed.

That is why cellular earns its place as a backup even at sites with two wired services. It shares no duct, no cabinet and no cable, and its failure modes are unrelated to the ones that take fiber down. What it demands in return is attention to where the router physically sits and whether the antenna can see anything at all, which is a quoting question we would rather answer before the order than after the first outage.
The last part is the one no equipment purchase covers: someone has to test it. A failover path that has never been exercised with the primary genuinely disconnected is an assumption, not a control. That test belongs on an annual calendar and it belongs to your team — we will tell you that plainly rather than let a quote imply otherwise.

The circuit is a separate scope with a separate quote, a separate contract and its own approval path, and most buyers arrive here with one already signed — in which case that relationship stays theirs and we scope around the handoff their provider has given them. What does not change either way: we hold no spectrum, no routes and no network of our own, and we make no uptime, availability, latency or restoration commitment on any circuit. Those belong to the carrier operating the service, their service agreement is the document that governs it, and the credits under it are theirs to pay.

We also do not operate the edge after handover. Routing policy, BGP sessions, firewall rules, monitoring and the response when a path drops stay with your team or the provider you contract for them. What we supply is the equipment, the licensing and subscriptions it requires, and the integration and staging work that puts both into service, handed over documented.
One informational note for schools and libraries: federal discount programs treat data transmission and internet access separately from internal connections, and the equipment on your side of the demarcation point generally falls on the internal-connections side of that line. Eligibility for any specific item is determined by the program and your own consultant, not by us — we are not a service provider under that program, and we make no claim to be one.

The circuit is one decision. These are the adjacent scopes most often quoted with it, plus the background on what rides behind it.

Is the circuit part of this quote?
Not on this page — this one is the equipment on your side of the demarcation point, and it is deliberately kept separate because the two land on different budgets and different approval paths. Access is scoped and quoted on its own. Most buyers reach this page with a carrier contract already signed, in which case that relationship stays theirs and we work to the handoff detail their provider gave them. Either way the network is operated by whoever operates it: we hold no spectrum and no routes, and the service agreement covering a circuit is the carrier's document.
What is the difference between DIA and business broadband?
Dedicated internet access commits a fixed rate to your site rather than sharing capacity across an area, and it is normally symmetrical — the same speed upward as downward, which matters for anything hosted on site, for backup traffic and for video conferencing. Business broadband is generally faster downward than upward and is contended with other subscribers. The dedicated service also carries a formal commitment from the carrier; the broadband service usually does not.
Will you commit to an uptime figure?
No, and any equipment supplier who does is describing something they do not control. Availability on a DIA circuit is committed by the carrier in their service agreement. What equipment design can genuinely contribute is a second path that fails independently of the first and an edge device that moves traffic onto it — which is why the backup path is quoted with the primary rather than a year later.
Can you coordinate with our carrier around the turn-up?
Yes, on the physical hand-off. That means the demarcation location, the cross-connect and the inside wiring the carrier's technician needs on the day, so the circuit lights on its scheduled date instead of stalling on a missing extension. Where the circuit is your own contract we work to the handoff detail your provider gives you and leave that relationship where it is — this page's scope is the equipment. If you would rather the access were scoped and quoted too, that is a separate conversation and a separate document.
What if no provider can deliver fiber to the site?
It is a common answer at remote sites, temporary facilities and buildings where construction cost makes a build uneconomical. Fixed wireless or a cellular router as the primary path covers many of those cases, and the equipment conversation is largely the same one — with more attention to antenna placement and to what happens when the site loses power. The airtime or service contract behind it is scoped separately from the equipment on this page, and where it is already your own it sits directly with the carrier.
How is the equipment side usually paid for?
GPC / P-Card is accepted up to your cardholder threshold and purchase orders otherwise, with stock and the final total confirmed before you commit. Worth noting that the equipment quote and the carrier's recurring circuit charge are two separate commercial arrangements — they land on different budgets and different approval paths, and treating them as one line is where funding requests usually come unstuck.
