Overview

Managed procurement is a discipline — not a bigger shopping cart

Procurement-as-a-service means an outside partner runs part or all of your buying function: turning a requirement into a specification and budget, researching and screening qualified suppliers, collecting competing quotes into one comparable decision, enforcing the compliance and approval controls the purchase has to clear, and orchestrating delivery from purchase order through receipt and reconciliation. Uniqcli runs that discipline for your bill of materials while your program keeps what only it can hold — the budget authority, the approval chain and the contract vehicle it already has. We source and screen; you decide and own.

The discipline

One desk from requirement to reconciliation

A fragmented buy is five vendors, five freight schedules and five support contracts — each with its own quote format, its own lead time and its own compliance paperwork. Managed procurement collapses that into a single accountable engagement: you bring the requirement, we run the sourcing, screening and consolidation behind it, and you receive one comparable decision instead of a pile of incomparable bids.

The work is specialist, not clerical. Category knowledge decides whether a line is sourced on-catalog or by RFQ, whether a substitute is truly equivalent, and whether a part clears TAA country-of-origin and §889 covered-manufacturer rules before it is ever quoted. That judgment is the service — the catalog is just where it starts.

  • One intake, one quote, one schedule, one point of accountability
  • Category expertise deciding on-catalog vs. RFQ sourcing per line
  • Substitutes screened for true equivalence, not just a lower price
  • Compliance diligence attached to the quote, not chased after award

The five moves

How a requirement becomes a delivered, screened order

Managed procurement is consistently described across the industry as five roughly sequential functions. This is how each one runs here — the buyer keeps the decision and the authority at every step.

1 · Requirement intake

We translate the need into a specification, quantity, budget and constraints — the brand-name-or-equal latitude, the compliance posture, the delivery window — so sourcing starts against a clear target instead of a guess.

2 · Sourcing & market research

We identify and screen qualified supply across 320+ manufacturers on-catalog and the wider distribution network by RFQ, benchmarking price and lead time and flagging where a substitute is genuinely equivalent.

3 · Quote consolidation

Competing bids across many manufacturers are normalized into one comparable quote — like-for-like lines, one freight plan, one total — so the decision is a choice, not a reconciliation exercise.

4 · Compliance screening

Every line is checked for TAA country of origin (FAR 52.225-5) and against the NDAA §889 covered-manufacturer list before it is quoted, with the determination documented per item and an audit trail behind the approval.

5 · Delivery orchestration

Purchase order through receipt: stock confirmed, order staged and kitted, freight scheduled, and delivery tracked to the dock — with chain-of-custody and asset-tag documentation where the program needs it.

Closeout & reconciliation

Invoices reconciled against the quote and the receipt, so the paperwork matches the goods and the file closes clean for your finance and audit teams.

Breadth

The reach behind the quote — and where it stops

The live Uniqcli catalog runs to 320+ manufacturers and more than 1,000,000 products and services, weighted toward the IT and security stack we source every day. The same intake-and-sourcing discipline reaches past that core by RFQ: manufacturing, laboratory, industrial and MRO (maintenance, repair and operations) goods get sourced to spec through the distribution network and returned as one consolidated, screened quote.

That network is deep. Ingram Micro, the largest broadline distributor behind the reseller channel, states in its own corporate materials that it represents more than 1,500 vendor partners worldwide — a figure that belongs to Ingram Micro, not a Uniqcli roster, but a fair measure of how far a well-run sourcing desk can reach when a requirement runs past any single catalog.

There is a hard edge to the scope. We procure products and equipment — hardware, components, instruments, materials, tools and fixtures. We are not a general contractor: we do not perform construction, installation labor as a GC, or construction services of any kind. Where a project needs construction-adjacent materials or equipment, we source and quote the goods; the build itself stays with your contractor.

  • 320+ manufacturers and 1,000,000+ lines on-catalog, IT and security first
  • Manufacturing, lab, industrial and MRO goods sourced by RFQ to spec
  • Distribution reach measured in Ingram Micro's own 1,500+ vendor-partner figure
  • Products and equipment only — never construction or general-contractor work

Compliance screening

What clears before a line is ever quoted

Screening is diligence we perform on the goods, not a certification Uniqcli holds. The compliance posture of the program — the authorization, the determination, the award — stays with the buyer and the contracting officer.

TAA country of origin

The Trade Agreements Act requires products sold to the federal government to be wholly manufactured or substantially transformed in the US or a TAA-designated country. Where FAR 52.225-5 applies to your buy, we screen and record country of origin per line and quote TAA-compliant configurations where they exist.

NDAA §889 covered equipment

Section 889 of the FY2019 NDAA bars covered telecommunications and video-surveillance equipment from Huawei, ZTE, Hytera, Hikvision and Dahua and their affiliates, regardless of contract value. We screen every line against the covered list and document the result — whether the driver is a clause on your contract or your own risk policy.

Approval controls & audit trail

Standardized workflows, approval routing and a per-line record give the purchase the documented, auditable paper trail procurement review expects — so the file supports the decision instead of being reconstructed after it.

How you buy it

Procurement built for the acquisition cycle

  • TAA (FAR 52.225-5) and NDAA §889 screening documented per line item
  • One consolidated quote across many manufacturers — one freight plan, one total
  • Brand-name-or-equal justification and market research on request
  • Free US shipping over $2,500; stock and final total confirmed before you commit
Questions

Managed procurement questions

What does managed procurement actually include?

The full buying discipline for a requirement you hand us: intake (turning the need into a spec and budget), sourcing and market research across manufacturers on-catalog and by RFQ, consolidation of competing quotes into one comparable decision, TAA and §889 compliance screening on every line, and delivery orchestration from purchase order through receipt and reconciliation. You keep the budget authority, the approval chain and the award decision; we run the sourcing and the paperwork behind them.

Does Uniqcli hold the contract vehicle we buy through?

We quote against the open market or the contract vehicle your program already holds — we don't put a vehicle between you and the purchase that you don't already have access to. Tell us the vehicle you're buying on and we format the quote to its requirements; buy open-market and we quote that way instead.

How wide is your sourcing reach?

The live catalog runs to 320+ manufacturers and more than a million products and services, and the same discipline reaches past it by RFQ into manufacturing, lab, industrial and MRO goods through the distribution network. As a sense of that network's scale, Ingram Micro — the largest broadline distributor behind the channel — reports representing more than 1,500 vendor partners in its own materials. If a requirement runs past our on-catalog set, the answer is usually to source and quote it, not to turn it away.

Do you handle construction or facilities work?

We procure products and equipment — hardware, instruments, materials, tools and fixtures — not construction services. Uniqcli is not a general contractor and doesn't perform construction, installation labor as a GC, or build work. Where a project needs construction-adjacent materials or equipment, we source and quote the goods and leave the build with your contractor.

Do you screen for TAA and §889?

Every line, before it's quoted — as a screening we perform, never a certification we hold. We record TAA country of origin under FAR 52.225-5 and check each manufacturer and its affiliates against the §889 covered list, and the determination ships with the quote. The compliance decision on the award stays with your contracting officer.

What payment methods do you accept?

GPC / P-Card up to your threshold and standard net-terms purchase orders. We confirm stock and the final total before any payment moves, and quote against the open market or the contract vehicle your program already holds.
