Overview

A procurement obligation, not a product badge

Section 508 of the Rehabilitation Act requires federal agencies to ensure that the information and communication technology they develop, procure, maintain or use is accessible to people with disabilities. It is an obligation that attaches to the agency and to the acquisition — not a certification a product carries and not something a reseller can confer. What exists at the product level is the manufacturer's own documented conformance claim, usually published as an Accessibility Conformance Report against the VPAT format. Our role is narrow and we intend to keep it that way: we quote hardware through authorized US distribution, and we obtain and pass through the vendor's own accessibility documentation unaltered so your accessibility office can do the assessment that is theirs to do.

Who determines conformance

The Revised 508 Standards at 36 CFR Part 1194 incorporate WCAG 2.0 Level AA for web content and electronic documents and set functional performance criteria and hardware provisions alongside them. Determining whether a given product meets the applicable provisions in the context of a specific acquisition is the agency's responsibility, generally exercised through its Section 508 program office and its contracting officer. A manufacturer's conformance report is evidence into that determination; it is not the determination.

Uniqcli does not assess, test, validate or certify accessibility conformance, and does not author conformance reports. We will not describe a product as "508 compliant" on a quote, because that phrasing asserts something no supplier is in a position to assert. What we will do is obtain the manufacturer's current Accessibility Conformance Report where one exists, pass it through unaltered, and tell you plainly when a manufacturer has not published one — which is itself information your accessibility office needs.

The practical value of that discipline shows up in an acquisition file. A quote that names the manufacturer, the model and the vendor's own documented claim is usable evidence. A quote that asserts compliance in the supplier's own voice is not, and it is the kind of statement that generates a question rather than answering one.

Section 508 procurement questions

Is this product Section 508 compliant?

No supplier can answer that, and we will not pretend to. Conformance is assessed against the applicable provisions of the Revised 508 Standards in the context of a specific acquisition, and the determination belongs to the agency — normally its Section 508 program office together with the contracting officer. What we provide is the manufacturer's own Accessibility Conformance Report where one exists, passed through unaltered.

What is a VPAT, and will you provide one?

The Voluntary Product Accessibility Template is the reporting format manufacturers use to document their own conformance claims; the completed document is an Accessibility Conformance Report. It is authored by the manufacturer, not by a reseller. We request the current report for the products you are buying and pass it through unaltered. We do not author, edit or summarize them.

Do you provide accessibility testing or assessment?

No. We do not test, assess, validate or certify accessibility, and we are not an accessibility consultancy. That work belongs to your 508 program office or to a specialist assessor. Our role is procurement: quoting what has been specified and supplying the manufacturer's documentation alongside it.

Can you quote against an individual accommodation request?

Yes, and that is the common case. Send the specification from whoever performed the assessment and we quote against it by model. Individual accommodations rarely map onto a standard bundle, which is why we quote them per user rather than proposing a catalog kit.

What if the product we specified has no published conformance report?

We tell you, before the quote goes out. An absent report is not a claim of non-conformance, but it is a real gap in the acquisition record and your program office should know about it while there is still time to consider an alternative. We would rather flag it than let it surface during a review.
