Start with the entitlement unit, because it drives everything downstream. Platform subscriptions are counted per socket, per core pair, per node, per named user or per managed instance depending on the vendor and the program, and the same workload can price very differently under two of those models. Before a quote goes out we ask which unit your agreement uses and how many of them the current estate consumes, because a license count guessed from a server inventory is the most common source of a re-quote.

Then the residue. Almost no government migration ends with an empty machine room. There is a system that will not move for policy reasons, a data set too large to ship over the circuit you have, a records requirement that keeps a copy local. That leaves hosts to refresh, a storage tier to keep, and a backup target that has to exist on both sides of the cutover — real hardware with lead times, quoted per site.

Finally the integration points, which are where schedules slip: identity, the network boundary, and the endpoint. A hybrid environment authenticates against something, terminates somewhere, and is reached from a device. Each of those is a purchasable line with a configuration behind it, and each is quoted against your build sheet rather than a reference architecture.

The authority to operate, the system security plan, the tenancy, the identity provider, the data classification decisions and the continuous-monitoring cadence all belong to your program. So does the choice of platform. We do not make that choice for you, and we do not resell an outcome.

Where a requirement genuinely has nothing purchasable behind it — an assessment, an ATO package, an operations contract — we say so instead of quoting around it.
