Where a creative estate quietly overspends

The first leak is plan mismatch: full creative seats issued to people whose entire requirement is opening, marking up and signing PDFs. Those are different products at very different prices, and the reconciliation almost always finds some. Splitting the estate by what people actually do is the single largest saving available here, and it is a conversation rather than a purchase.

The second is fragmentation. Individual plans bought departmentally never consolidate on their own, and each one carries its own anniversary. Is this licensing stocked?
