The license is the easy part; the envelope count is where budgets go wrong

Electronic signature platforms are priced on two axes that behave very differently. Seats are predictable — you know how many people send documents. Envelope or transaction volume is not, because it depends on process changes nobody models in advance: the day a department moves its forms online, annual volume jumps and the plan bought in April runs out in September. Uniqcli quotes the license through authorized US distribution against the plan and term you select, and asks the volume question early rather than after an overage. What we do not do is design your workflow, write your retention policy, or offer an opinion on whether a signature is legally sufficient for a given record — that determination belongs to your counsel.

The moving parts

What separates one plan from another

Beyond seats and envelopes, the differences that matter to a public-sector buyer are usually authentication, retention and integration. What identity assurance does a plan support before a signer is allowed to sign — email link, access code, knowledge-based, or a credential your agency already issues? How long does the completed record live in the platform, and can it be exported into your own records system? And does the plan include the API and connector tier the integration actually requires, or is that a step up?

Editions also differ on where the service runs and under what authorization. Where a publisher offers a government-community edition, that authorization belongs to the cloud service itself and is verified in the FedRAMP Marketplace — it is a fact about the publisher's offering, never something a reseller confers. We will quote the edition you specify and tell you plainly what the publisher states about it.

The last variable is the document side. Signing is often only the visible end of a document process that also needs PDF creation, redaction and form tooling, and those are separate licenses with their own renewal dates. We quote them together where they belong together.

Limits

What stays yours to decide

Whether an electronic signature is valid for a particular record is a determination under the applicable law and your own policy — federal ESIGN, state UETA adoptions, and any sector rule that governs the record in question. It is made by your counsel and your records officer, not by a platform vendor and certainly not by a reseller. We will never tell you that buying a license makes a process compliant.

The same applies to the workflow. Which documents route to whom, what identity assurance a given signature requires, how long the completed record is retained and where it lands afterwards are design decisions inside your organization. The program stays yours to run — the policy, the schedule, the decisions and the records. What a supplier puts behind it is the hardware, the licensing and the integration work that puts either into service.

Is an electronic signature legally binding?

That is a determination under ESIGN, the applicable state UETA adoption and any rule specific to the record type — made by your counsel against your own policy. A license does not settle it, and no supplier can. What we can do is quote the plan whose authentication and audit-trail features match what your counsel says the record requires.

How do we size envelope volume?

Start from the processes you intend to move in the first year rather than from historical paper volume, and add the departments most likely to follow once the first one works. Under-sizing is the common failure because adoption is faster than planners expect. We will quote adjacent tiers so you can see what the next step costs before you commit.

Do you offer a FedRAMP-authorized service?

No — Uniqcli is a reseller and integrator, and FedRAMP authorization belongs to a cloud service, never to a supplier of licenses. Where a publisher offers a government-community edition with its own authorization, that authorization is the publisher's and is verified in the FedRAMP Marketplace. We quote the edition you specify.

Can you set up the signature workflow for us?

No. We source and place the licensing. Workflow design, template building, identity configuration and integration into your records system are done by your team, your integrator or the publisher's own services. We are clear about that boundary rather than implying an implementation practice we do not run.
