Build spare port capacity for growth up front — adding drops to a live panel is cheaper than swapping frames — and order the cassettes and trunks together as one coordinated bill of materials.

The panel is a small fraction of a cabling project's cost; labor dominates. Field-terminated modular panels carry the lowest material price but demand skilled hands and per-jack termination time, plus the risk of a bad punch that has to be found and re-tested. Structured cabling is a long-lived layer; a well-built panel field outlasts several generations of the switches plugged into it.
