Five constraints decide this, and preference is not one of them

Student device selection is usually presented as a choice between platforms and usually turns into an argument about hardware. The decision is actually made upstream, by five things a district mostly does not control: what the assessment platform supports, what the specialized software in CTE and special education requires, what identity and management stack the district already runs, how repair is staffed, and how long each candidate platform will still be receiving updates. Write those five down and the shortlist tends to write itself. Start from the software inventory, not the spec sheet

Most device evaluations begin with a specification comparison and work backward toward software. The districts that do not find themselves re-buying inside three years do the opposite. Before any model is shortlisted, build one list: every application that has to run on a student device, and for each one, whether it is delivered in a browser, installed natively against a specific operating system, or genuinely available both ways.

That inventory should include the state assessment client and any lockdown or proctoring component, the core curriculum and courseware platforms, the accessibility and assistive-technology tools the special education team depends on, the CTE applications program by program, and anything a teacher has quietly relied on for years without telling anyone. The last category is the one that surfaces in August rather than in April, and it is the reason the inventory is worth circulating to department heads rather than assembling from a license report.

In most districts the list then splits cleanly along a grade band. Elementary and middle grades come out almost entirely web-delivered. High school does not: computer-aided design, video and audio production, engineering simulation, industry-certification software and a number of assistive tools still ship as native applications with published system requirements, and those requirements name an operating system, a memory floor, and sometimes a graphics processor. That split is a finding, not a failure. It is usually the honest reason a district ends up standardizing on two platforms rather than one, and a two-platform answer arrived at deliberately costs far less than a one-platform answer arrived at optimistically.

The assessment platform is a published constraint — treat it as one

State assessment is the requirement districts discover last and can flex least. Assessment vendors publish technology requirements ahead of each testing window, and they publish them against operating system versions rather than against device models. That distinction is the whole point: a device that meets the requirement this spring can fail it two springs from now without changing at all, because its platform stopped receiving the updates that keep it on a supported version.

So the assessment requirement is not a purchase-time check. It is a check against every testing window inside the planned life of the fleet. The practical sequence is short: obtain the current technology requirements document from your assessment vendor, confirm both the platform and the minimum version, then confirm each candidate device will still be receiving platform updates through the last testing window you expect it to sit for. If it will not, the device is not cheaper — it is a shorter fleet.

Check any lockdown or proctoring component separately, and in writing. It is frequently a different application from the assessment platform that hosts it, published by a different vendor, with its own support matrix and its own list of what it will and will not run on.

The management stack you already run is a cost, not a preference

Every platform on a district shortlist requires a management path, and none of them are free. ChromeOS devices need a management upgrade license before a device can be enrolled and policy-managed at all. Windows devices need a management platform and a directory behind it. Apple devices need their own enrollment and management path. These are per-device or per-seat costs and they belong on the comparison sheet beside the hardware price, not in a separate conversation three months later.

The larger cost is the second console. A district running one management platform competently is cheaper — in licenses, in training, in the number of places a policy has to be changed twice, in the number of people who can cover a sick day — than a district running two of them badly. If a platform choice adds a console, budget the console and the staff time that operates it, and be honest about whether the district actually has that time. This is the single most under-costed line in student device procurement.

The related question is identity, and it is worth answering in writing before the purchase order. Whichever platform is chosen has to enroll against the directory the district already uses, and the rostering path from the student information system into the classroom platform has to work on the first instructional day rather than the first week. That is an integration question, not a hardware question, and it does not resolve itself because the devices arrived.

The support model decides the total, and it is a staffing question

The cheapest device to buy is not the cheapest device to keep in a student's hands. Two questions decide the operating cost: who performs the repair, and how many school days a student goes without a device while it happens.

Three models are common and they cost differently. In-house repair keeps turnaround inside a day or two and requires a parts inventory, a bench, and often a student technician program that is genuinely worth running. Depot or manufacturer repair removes the bench but moves turnaround to weeks, which means a larger spares pool to cover the gap — the spares are the real cost of that model, not the repair fee. A pure spares-and-replace model is the simplest to operate and the most expensive in units.

What matters at selection time is that serviceability varies by model, not by platform and not by brand. Before a purchase order, ask for the service manual, the parts list, and the price and availability of the three components that actually break in a school: the screen assembly, the keyboard deck and the charging port. A model that is thirty dollars cheaper and has no orderable screen assembly is not cheaper — it is a device that becomes a spares donor the first time a student closes it on a pencil.

Supported lifetime is a date, and it belongs on the comparison sheet

Two published dates reorder a shortlist more reliably than any specification on it.

Google states that ChromeOS devices released from 2021 onward receive ten years of automatic updates, and that the clock runs from the hardware platform's release date rather than from the date the device was bought. Two units at similar prices can therefore arrive with very different amounts of supported life remaining, and nothing on the outside of the carton distinguishes them. Checking the expiration date for each candidate platform before comparing anything else is a five-minute exercise that changes the answer surprisingly often.

Microsoft has confirmed that support for Windows 11 SE — software updates, technical assistance and security fixes — ends in October 2026, and that there will be no feature update after version 24H2. Districts with SE devices in the fleet have a decision to make inside this budget cycle rather than the next one, and it is a decision about devices, because SE is only available preinstalled by the manufacturer.

Neither of these is a verdict on a platform. Both are dates that determine how many budget cycles a given purchase covers, which makes the comparison that follows from them straightforward: not price, but price divided by remaining supported years. Run that number on every candidate before you run anything else. A device that costs a third less and carries half the supported life is more expensive per year of service, and the board conversation is much easier when that arithmetic is already on the page.

Where a fixed-location device is still the right answer

Not every student seat needs a battery. Labs, CTE shops, library and media spaces and dedicated testing rooms are fixed-location seats. A desktop in those rooms is cheaper per unit of performance, does not get dropped in a corridor, does not go home over a long weekend, and does not consume a charging cart bay that a mobile cohort needs.

It is also where refurbished hardware does its most useful work in a constrained budget. That is a lab seat at a price a new-equipment column will not produce. The trade is explicit and should be stated to the board explicitly: hardware one to three generations back, carrying exactly the same platform-support question as any other Windows machine, which is why the supported-lifetime arithmetic above applies to it unchanged.

The rule of thumb worth applying across the whole fleet: if the seat does not move, ask whether it needs to be a laptop before you buy one. A meaningful share of most district device budgets is spent putting batteries and hinges into rooms that never use either.

Should a district standardize on a single student device platform?

Only if the software inventory supports it. Standardizing on one platform is genuinely cheaper to manage, license and support, so it is the right default — but it is a conclusion, not a starting position. If CTE, assistive technology or a specific assessment requirement names an operating system that the standard platform does not run, a deliberate two-platform split at a grade band or a program boundary costs far less than a single-platform decision that has to be walked back after devices are in rooms.

How much does the assessment platform really constrain the device choice?

More than most other inputs, because it is non-negotiable and it is time-bound. Assessment vendors publish support against operating system versions rather than devices, so a device only stays compliant while its platform keeps receiving updates. That turns the assessment requirement into a constraint on supported lifetime, which is why it belongs in the same conversation as the auto-update expiration date rather than in a separate one.

How do we compare two platforms fairly when the ongoing costs are different?

Build one column per candidate containing the device price, the per-device management license, the share of any new console and the staff time to run it, the spares ratio the repair model requires, and the number of remaining supported years. Then divide the total by supported years. That single figure absorbs almost all the differences that platform arguments are usually about, and it is the number a board can act on.

Are tablets a serious option for a 1:1 program?

For early grades and for specific accessibility use cases, yes — a touch-first device with a long battery life is a good fit for K-2 and for some assistive workflows. The constraint is text entry and native software: as soon as students are writing at length or the curriculum reaches applications with published desktop requirements, a keyboard device is the cheaper answer even after the keyboard case is added. The NCES School Pulse Panel figures above reflect that pattern, with laptops far ahead of tablets in 1-to-1 programs.

Is refurbished hardware appropriate for student devices?

It is appropriate where the seat is fixed and the platform-support arithmetic still works — labs, CTE rooms, library and media spaces, staff workstations. It is a harder fit for mobile 1:1 cohorts, where battery health and parts availability over a multi-year deployment matter more than the initial saving. Whatever the answer, run the same price-per-supported-year calculation you would run on a new unit; refurbished hardware does not get a different standard.

What does this decision cost us if we get it wrong?

Usually one budget cycle. The two failure modes are a fleet that cannot run a required application, which forces an unplanned second purchase into a program that already had devices, and a fleet bought on a platform with less supported life than the refresh schedule assumed, which pulls the next refresh forward by two or three years. Both are avoided by the same two documents: the software inventory and the supported-lifetime date for each candidate.
